#DFS2024: Arms Control and New Technologies – Seeing and Seizing Opportunities

On 14 May, Dr. Thomas Reinhold and Liska Suckau discussed new technologies such as artificial intelligence (AI), robotics, autonomous weapons systems, additive manufacturing and quantum computers, which are set to change the way armed forces operate in the (near) future. They are often even described as disruptive – as they are said to have the ability to influence or even shift the global balance of military power. The panel discussion was a part of the Deutsches Forum Sicherheitspolitik (DFS), which is organized annually by the Federal Academy for Security Policy (Bundesakademie für Sicherheitspolitik, BAKS). Frank Kuhn moderated the event.
Although there is a lively debate about the influence of new technologies on security policy, the question of their applicability in the context of arms control measures is generally limited to the dangers that these technologies pose. But how can new technologies be harnessed for arms control? Although there are certainly promising approaches, this question is rarely discussed.
