Algorithms, AI, and powerful software are increasingly gaining importance in the military context. Traditional arms control practices quickly reach their limits in today’s hybrid reality, posing an ever more urgent question for states: Even if states are willing to allow mutual controls, how can (partially) digital military assets be reliably verified?
