Research as a Security Risk?

When does research become a security risk? Since the debates surrounding the “Zeitenwende”, there has been an increasing discussion as to whether university research has a purely civilian purpose or whether it can and should also be carried out for military purposes. But oftentimes it is not so easy to strictly distinguish between research results for civilian and military purposes in research. Many areas of research are “dual use” - they have legitimate applications, but can also be misused, for example for the production of weapons, and thus become a problem for national or global security.
